What determines if a cat is going to have silky nice hair or coarse/thick hair? Its probably a stupid question but I'm just curious, because some cats that almost look exactly alike can have either type of hair. I wonder if its genetics, the environment factor, their diet or ...

We recently rescued a 10 week kitten from an overburdened family (5 cats and a dog) and he ("Roo") is really affectionate however our older cat ("Bear" is 4 years old) wont tolerate him and being very shy she doesnt get to sitting on the sofa anymore.
