With the proposal to allow hunting of cats without collars
what is to prevent someone from removing a collar on a cat
and claim "oops I thought it was feral."

How sick is this?

Over the weekend we lost one of our two cats( he ran out the door when I
was not looking and a car got him). They have always been together. They
