Take your cat to the Vets.Anything can be wrong with that cat. If you
don't have the money right now but your credit is in good standing with
your vet there should be no problem with your cat being treated and you
paying the vet bill later when either your paycheck.Welfare,or SSI or
Social Security Check and if you're a Veteran then your Veterans
check. That has to be painful for that cat.

need a bit more information.  Is the cat young? Does it have a URI? Could it
be from something he ate?

You would care for his gums pretty much the same way you would your own..
just make sure anything that is harmful to swallow (like hydrogen peroxide)
can't be swallowed.

and.. call your vet

This could be a dietary problem.  What are you feeding him?

Have you checked his teeth for tartar? If his teeth need cleaning that could
affect his gums.

On the otherhand, it isn't uncommon for cats to get oral herpes . . .
