Elaine, I don't know how old your cat is or how long you have had him, but
your post struck a chord with me and I had to post.

He sounds like our new cat, Callie. We were told she's three years old. We
brought her home a couple of weeks ago. She made it known immediately that
she was a talker (maybe more Siamese than we knew when we adopted her) and
after a few days of settling in she really started to make noise; it's so
cute ;-) and my wife and I love it, but we didn't want the neighbors to
complain. We gave her a lot of attention from the start and she is a *very*
affectionate creature. After a while we agreed to not respond to her talking
immediately, but instead waited for a bit and when she quieted down a little
give her all the cuddles she wanted and maybe a treat to boot. This seems to
be working for us. Callie is not as loud now and quiets down sooner.

As Connie said, reward the good behaviors and ignore the ones you want to
reduce. You can never take the cat out of the cat, but you can change their
behavior a bit. Over time and with consistency it can become all you and
your cat/s need.
