one of my kittens does this weird alien sounding clicking noise and moves
his mouth rapidly when he sees this feather I move with a fishing twine,
then the other kitten will hear this and stare at the other kitten and do
the clicking sound. its like some kind of language.

TuTu does this when birds light on our fence.   MLB

My previous kitties, rascal and squeeky used to do this w/ the squirrels.
its a form of chattering.

what is chattering is that a special communications system cats use? it
sounds like some kind of high level communications almost like the aliens
you see in movies.

How about a Sabrina report?

This is what is known behaviorally as "vacuum activity". The cat is
performing its specialized "kill bite" as if he had prey in his mouth.

We had our kitten do this for the fist time yesterday. We got her a new toy
with feathers
on it. She went crazy over it, and put up quite a fight to give it up, aslo
growled at us.

My Margie does this when she she birds outside the windows (Less as
she gets older) and it used to crack me up.  It reminds me of those
chattering play false teeth that you wind up and they chatter rapidly.

I thought that it was something that maybe just mine did until I heard
them talking about cats doing it on "Petsburgh" on the Animal Channel.
I guess it is something all cats CAN do so that means we MAY NOT have
weird cats.  By the way they have a lot of good info on that show if
you ever get that chance to watch it.
