Two words, Scat Mat. It works when you are not there, and it takes a short
amount of time. They aren't cheap, but they modify the habitual behavior of
being on the counters. Also, don't leave food on your counter when you are
not there. I'll post a link to the Scat Mat site below. You can also

My girlfriend trained our cat not to get on the kitchen counter by
making loud noises (clapping hands works great) when the cat tried to
jump up there. The surprise conditions them to stay away. And yes, it
helps if you don't leave food on the counter :-) That way, when you're
not around, the cat won't get a reward for disobeying you.
Depending on how you feel about this (it's your kitchen, not mine), a
squirt bottle or squirt gun filled with water is also a good way to
discourage bad behavior.

My cat associates the sound of aluminum foil with food because I
feed her on a square of it so I don't have to wash a dish. She
always come running when she hears me tearing off foil.
But the best thing for training (at least when you can catch them
in the act) is a spray water bottle. I yell "NO!" and sqray her
when I catch her on the counter. Other times she starts being
bad and all I have to do is show her the water bottle (sometimes
spraying off in another direction to remind her what it is) and
she begins behaving.

I use citrus furniture polish, toilet cleaner, dish washer tablets and dish
washer freshener, my cats still hang around, go in or sit on the surfaces
where I use it!
I bet they are so used to the smell of it, it doesn't bother them LOL

I think spraying with water is a bad idea. I have a large can with a
handful of marbles in it. If Tiger doesn't respond to a firm "NO", I
reach for the can. He hates the sound of me shaking it so all I have to
do is pick it up and he behaves. (Amber is so good that discipline is
never needed). Putting coins in a can will work just as well as
marbles.
