My cat meows all the time

The suspect is a 1 year old male tabby who has been fixed and declawed
(front only).  We've noticed that he is always meowing.  When ever he's
not sleeping or eating or playing, he meows.  Is he just looking for
attention or could there be something else wrong.  I read recently that
male cats meow all the time.  I know he's not feeling randy because he
doesn't have the equipment for that.

declawed? previous owner or did you have it done?
shame on who ever had it done, that might be the problem there. i
suggest a vet visit.

I don't know where you read that, but it's not true.

Dexter was pretty quiet. Every once in a while when he was downstairs
when I was upstairs, he'd meow a couple of times because he wanted to
know where I was. I'd meow back, and he'd either come to me, or
settle down and go (back) to sleep.

But "meowing all the time" was definitely not normal behavior for
him.

I've got two males, one fixed and one unfixed.....Neither of them Meow all
the time.....Although they will both meow occasionally. the unfixed one
"squeaks" rather than meows, a fortunate circumstance which probably
explains why he has already achieved the age of about 7 years without being
killed by some local teenager......
