silky vs. coarse hair

What determines if a cat is going to have silky nice hair or coarse/thick
hair?  Its probably a stupid question but I'm just curious, because some
cats that almost look exactly alike can have either type of hair.
I wonder if its genetics, the environment factor, their diet or something
else that causes it.

I thought it was the type of shampoo used on the cat.  :)
