They can get frustrated and bored if they're outdoor cats and they're stuck
in the house due to winter. Also if it is gloomy and cloudy for days they
seem more lethargic. Mine seem much happier in the winter when the sun
finally comes out; they come to life, start running around and seem
happier,so yes, I think animals are affected by weather.
We live in Canada and have had a mild winter so far. Just recently the
weather had gotten bad (tons of snow, frezzing rain, flash freezing, power
outages, etc). I usually try to take the cats out on thier harnesses but
the weather has just been too bad. They seem really bored with thier toys
and sleep all the time. I feel bad and want to keep them occupied but
nothing seems to work.

I know exactly what you mean. Just the other day, mine wanted to go out with
me - the sun fools them into thinking it's warm out - and I opened the door
and they backed away. I was thinking, man, it would be great if we could
move to B.C., the cats there are so much luckier. I feel bad for mine stuck
in the house all winter (they only go out with me in the summer around the
yard). If you put up bird feeders, that gives them something to look at
during the day. The only other thing you can do is run around the house with
them. A flashlight on the wall is good too.
