There is....
The Lousiana SPCA and others from Houston, etc are on the ground doing
what they can to rescue strays and ship them to Houston.
Go to the Houston SPCA website:
http://www.houstonspca.org
to donate via their website and make a notation that the donation is
specifically for those rescue efforts on the ground in the devastated
areas.
Their Hotline is:
713-802-0555
Call for details....

The reason you cannot donate directly to the Lousiana SPCA is that
they have no phone and are working out of a Mobile headquarters. But
they are being assisted by the Houston SPCA (and others I would guess)

Hello, I just found out about a NO COST way to raise money for pet charities.
Petsmart Charities is supporting the hurricane relief according to their web-
site. All you have to do is go to a local Petsmart and pick up postage
prepaid envelopes to send in used printer ink cartridges. Each used cartridge
raises $2. Not bad for something we usually throw away!!! If any one works
in a large office think about the money that is just going in the trash. My
heart goes out to all of the animals that are going to be the last to be
saved. I wish I was a filthy rich and could save them all, for now
spreading the word about this fund raising opportunity will have to do. Jen
