This may be a humorous piece but it also sounds like a
lead in to a trojan.
In the first place, if electrons built up on the inside
of the screen, you'd be getting an electric shock every
time you touched it.
In the second place, "Mike" doesn't seem to have a real
address.
In the third place, you're just invited to click on
some web site. For a "free" download. Only takes 45
seconds. Maybe yes, maybe no.
In any case, be careful.

Sounds like your monitor/video card is about to bite the big one.
Try the monitor on a friends computer to see if the proplem is
with the monitor or video card.

You should never need to "clean" the inside of the screen.
Maybe you've got a monitor with a bad seal?

The program is probably a trojan/virus/spyware/etc.
Never ever download it.

Actually excess charge can build up inside the screen and cause rainnbow
like distortions. Normally you would press the Degauss button or turn the
monitor off for a few hours and it would clear up. Software would never be
used to fix such a problem.
