I have an 8 year old cat who has almost always used a litter tray inside
(for a few years whe went out the window and in summer tended to use
outside). I moved to a new flat last year and recently put in a cat
flap, but although she goes out and in frequently she still uses her
tray inside all the time. I tried putting the tray outside ,she used it
but didn't click to start using the soil. It then rained and the tray
got covered in slugs (yeuch!) so I had to abandon that idea. Has anybody
any ideas as to how to persuade her to use the soil outside?

Outside needs to be cleaned up too. Otherwise you will get flies and
other nasty things.
