Cat wanders and irritates distant neighbors

Our cat, that we've owned for three years now, loves to wander.  He's very
friendly and follows walkers and walks up to people that are outside in
their yard.

In the last month, we've had two people complain that he's "hanging" out by
their house irritating their cats or that he made his way into their house
while their door was open.  Both people said they'd call the humain society
if they found him in their yard (which they can in this county).  These
people are several block away.  My close neighbors love the cat.

I've suggested that they spray him with a hose or chase him away (he'd
probably stay away then), but they remind me that its my responsibility to
keep him away.

Can anyone recommend how I can keep him from wandering too far (without
suggesting the obvious....keeping him inside 24/7).

Sorry....cat is male, 3 years old, neutered, has his claws, healthy.

We live in Virginia, USA.

Guess I'm used to growing up in the deep south (USA) where everybody's
animals roamed from yard to yard.  If you didn't like one of the animals
hanging about, you'd shoo or spray him away.   I'd be embarassed to go to a
neighbor and ask them to keep their cat out of my yard.

Just different sort of folks, I guess.

Some indoor cats become agitated when they see another cat outdoors.  They
may spray indoors or attack other cats within the household.  In fact, some
cats may even attack humans in the household -- an action known as
misdirected aggression.  All of this would be much more serious (and,
indeed, "embarrasing") than asking a neighbor to keep their cats or dogs out
of a neighbor's yard.  Add to this the fact that it sounds like your cat may
be in some jeopardy -- not just the obvious dangers, but possible reacton
from angry neighbors.  I know you ask us not to comment on the obvious, but
the practical solution really would be to keep your cat indoors.

Isis, an indoor cat, becomes quite agitated when she sees cats outside. In
my case, she starts running from closet to window and back to closet. It's
not really a problem for me but there have been instances where she has
sprayed by the front door.

She doesn't get aggressive. In fact her behaviour is quite humorous. But I
can see how this could be a real problem for an indoor cat with a different
disposition.

There's no leash law for dogs in Virginia?

How about I offer my neighbors a can of pepper spray or mace for dogs?  Does
anyone have any information whether this would be effective?  or harmful?

You could build an enclosure outside for your cat. There have been other
postings of various instructions and suggestions for doing this.
