cat annoying cat

I have a spayed female cat, Snot, almost 2, who consistently torments, harasses and generally annoys another of my cats, almost 4 yo Lil, also spayed.
Snot doesn't appear to be 'viciously attacking' Lil. It seems the way Snot interacts with Lil is more like a 3 month old kitten learning whats what - but she has been doing it for months. Snot is forever chasing Lil around the house, lying in wait for her, and even goes out of her way to annoy Lil. EG, Snot will be sound asleep on the table next to me, Lil will come in the window, and Snot will then hop up and hassle her.
What can I do about this? Is there a reason why Snot is behaving in this manner? (she doesn't do it with the other cats) Lil has the aura of 'gawd, not again' everytime Snot is doing something, but doesn't get too...upset, a hiss maybe, but nothing more.

Snot will stop and I say her name...wander off with her body language saying 'I was going to stop then anyway' - and then get right back into it...argh.

LOL. I know where you're coming from. I only have one child, a daughter, who is now 26 (going on 14). We love each other dearly, but living together is completely out of the question.

I have four, and there are some pretty complex social interactions between them. Alpha male, alpha female, beta male and "get away from me you fuzzy monster" female.
If it's pecking order, it will settle down when Snot gets comfortable as boss. (Try feeding that one first, if you recognize it as #1, it might be less insecure about it.)
Other than sharp words and correction (which only works when you are around), I might suggest increasing play time with Snot (both of them for that matter). Get a toy you can use while you do something else. I put an elastic string with paper tucked (so it comes out when they catch) in my belt. Or a laser pointer, or a "cat dancer" or whatever. Snot might just need more play than the other cat.

Feeding, well, they all self feed and Snot will always choose to wait while the others eat when I refill the bowls. She also refuses to touch anything that isn't 'cat food' - no cooked or raw meat for her, no veges or bones, nothing. Quite a contrast to the others.
Perhaps she does need more cat play interaction, coz thinking about it, the way she is seems a lot like an annoying little sister. Lets hope she grows out of it.

I only have the one child and the one cat now, but if you have another child then the eldest one usually gets jealous and plays up... I don't know what else to say. Maybe snot is an overactive cat who is mischievous?
