both me and a friend of mine have had our tomcats picked up and
castrated my friends was missing for 1 week not uncommen for this tom
named blackjack then he comes home without his balls my tom named
bandit was gone for 36 hrs and came home balless and still weak from
the knockout meds they gave him.

We co this all the time. This year I have caught and paid for neutering for
four tomcats and paid for spaying three females. These cats will no longer
breed and profuse the neighborhood with unwanted and unattended kittens.
You need to find out who is doing it and thank them.
