We are building a fence in our yard to keep our cat inside. We don't
want him to jump over it. How high should we make it? He is very strong
but also very heavy.

What you want to do is use a vinyl or plastic fence at least 6 foot with a
slanted topper on it so they can't go over it.  The reason the material I
suggested is a cat can really dig their claws in it and get a extra boost
when they need it.  IF you use wood you need to add the topper to it
