City yard - about the size of somebody's living room... maybe 10 x 20'
Covered in concrete. Cinder block walls.
Cat poop *everywhere*....
Bounce fabric softener tissues seem to keep our's away from the furniture.
I'm guessing it's the scent.
Anybody know of something - like some sort of cleaner - that can be bought by
the gallon, maybe spread around on the concrete that would make the place
intolerable to them but not people?
Killing them is out of the question.
City services are no help.
Some other approach?

Concrete will have to be professionally cleaned depending on what type it is
You can try bleach

If your cat stays inside, and you don't open windows much, predator
urine (which can be purchased - a little goes a long way) in a few
spots to make it seem to be the den of a big cat might work. Google
for something like possum repellent.

Putting vinegar in a spray bottle and spraying every few days for a couple
of weeks has always worked for me.
