It's an anal gland of some sort. It's "supposed" to smell. (Think skunk
type thing, maybe more for sexual signalling rather than defense.)
I have heard places that it can be "cleaned" by a vet.
Be carefull you are not pulling on the skin at all when you pet or brush, it
helps avoid getting "sprayed" like that.
I think it's normal.

I have heard of anal glands getting blocked, at least she will never
