I have 3 outdoor pets, 2 cats and 1 miniature Jack Russell Terrier. I was
wondering, where the dog is so tiny, could she wear a cat flea collar as well?

Flea collars  are a waste of money and a danger to animals   you are better
off using advantage for dogs or cats

Collars can snag and be unable to release causing choking

I must agree with Matthew. Unless they've developed breakaway collars,
I would not put one on the dog or the cats. But the cats are indoor,
so it doesn't matter, and Fang is only out when I'm with him.

Third person here to agree.  Not only that, but they only repel fleas around
the neck.  Doesn't get rid of them over the rest of the body.

Im a fan of frontline since it kills fleas for three months with once dose.
