No enthusiasm for food

I have 2 cats one will keep on for his food in the morning and make a fuss
first thing.  My other cat is a very small tortoishell but she does not seem
to have any enthusiasm for food in the morning and does not eat like other
cats I have seen.  She is 4 years old and I have had her since she was a
kitten and has never been any different.  She eats small amounts of food and
tends to pick at it.  Is this a normal thing for a cat to do.
