do the rspca consider any cat that is found outside(on the street, in a
field) without a collar and tag and not microchipped in good condition
as a stray?
With the emphasises on "in good condition".

I don't know about outside the US, but AFAIK all animals they capture are
examined to determine if they have behavior problems or health issues.  Tests
are done for feline leukemia, rabies, and other serious problems.

we have the problem here in the UK with a very draconian national
charity who when or rather should I say if they ever come out to a
stray (no collar,tag,microchip) the poor thing is more likely to be
PTS(culled,killed)its as though the cat is to much trouble to them and
the best way is to just get rid of it.

That's a horrible situation.  I'm really sorry to hear that. I think that
was more the case in the US years ago, but many if not most of our shelters
are "no kill" shelters.  Even those shelters that do end up euthanizing
some of the animals still do offer many up for adoption.
