Similiar to a silent dog whistle that only cats can hear.

A dog whistle is simple an untrasonic whistle - most probably cats can
hear them.  What you really want is a signal that the cat will pay
attention to.

I was thinking specifically a can of tuna - human grade.  That brings
mine from hundreds of feet away outside.  Even thinking about opening
one brings some of the inside cats.

Have you EVER known a cat to pay attention to anything it didn't like
the taste of?

Of course - they pay attention to *everything*.  They just ignore what
they don't want to respond to.

True -- My fault for giving them the benefit of the doubt and thinking
they actually cared what I wanted

Yes. It's called my six month old kitten.   All I have to do is go
anywhere near the
food and he will hear it from far away.
