Hardly, unless you fall for the anti-China propaganda from PETA or HSUS
that suggest a few isolated examples of cruelty somehow prove such is
the norm in China.
Reality can not be farther from such perception.
Cat in Chinese culture is similiar to rabbit in our own American
culture, that they are both pet and food, to different folks. As farmed
animal, some cats are indeed treated cruely, but such practice, while
not to exhonorate anyone's cruelty, is actually less common than the
abuses we see in our own American factory farms, and is too illegal in
China according to China's livestock wellfare laws.
Over 99.99% of China's population do not mis-treat cats, and frawn upon
the notion of eating cats, beating cats, or skinning cats alive.
Recently a shocking serial cat abuse case was reported widely in
Chinese media in order to bring education in humane treatment of
animals to the public.
As pets, cats in China enjoy nearly the same treatment as cats in
America. China too has a nation-wide network of animal shelters in most
if not all cities (like US):

In China animal shelter is refered to as "small animal protection
association", serving mainly dogs and cats. Here's an example of a
shelter in Beijing who's webpage consists of material/volunteer
requests, pet adoption page, and heart felt stories (not unlike those
in US):

I hope this information generally not publicized by anti-China animal
rights groups will help undo some of the racism and bigotry they have
created in your mind.

What an ignorant comment. Will you say "down with America" for our
society's consumption of beef? Rabbit? (rabbit is both food and pet,
what's up with that, doc?)
While I agree animals should be treated humanely by all, especially
food animals. What I can not agree is the anti-China message groups
like PETA have employed to further their agenda.
PETA has behaved very irresponsibly. By appealing to our society's
cultural intolerance regarding what animal is not okay to eat, with
misleading figures and emotional appeals such as "companion animal"
aimed to project a false perception of China and its 1.24 billion
citizens, not only obfuscate the real issue of advocating humane
farming practice, this position also unnecessarily fosters bigotry
against other's society and culture, and could rekindle the racism that
was once rampant in our society.
America has the right to love our pets, but the issue of what animal to
eat is a complex one, especially when crossing the cultural divide. I
hope you will consider this issue carefully, and evaluate your
insensitivity.
