Wash them?
I have a cat who will pee on dirty clothes if I leave them on the floor.
(Too bad my mother didn't live long enough to see that I finally learned
not to leave my stuff on the floor.)
Anyway, I washed the stuff with hot water and bleach, some things faded a
bit, but at least I know it's clean that way.
A better idea is too use the detergents that are made for washing baby
diapers, but I didn't have any around at the time and I did have bleach.

Soak the clothes over night and then wash them twice.
Get the tom neutered ASAP.

It's lots of things - from towels to blouses and trousers. Don't believe
that neutering stops this - it only slows it down.

Is he spraying or urinating? Spaying (not squating & hitting a vertical
surface) would be a territory marking thing. If he's urinating on stuff
on the floor get him to a vet ASAP for checkup for urinary tract
problems.
As far as the laundry problems, vinegar in the rinse water is another
thing to try.

Dawn dish detergent soak all non delicates in it removes the smell no
problem for delicates test it with dawn first
