You quote the whole damn thing and yet failed to get through
the second paragraph.
Blackbirds, being more intelligent than many humans, can find the
food underneath an awning or abandoned porch.
The cats are not anywhere near where the poster lives.
Anyhow, I think the original post is taking the wrong tack here.
A snare that traps blackbirds but not cats would resolve
the problem (blackbirds eating most of the cat food)
and provide exta protein for the cats.

I don't think there is any dry food that birds will not eat (especially
crows). Crows, however, are birds that are easily spooked. Could you set up
those plastic pinwheels near the site (the kind you put in the ground) to
scare them off? Don't know if these would be stolen.
