She's "nesting" under some very huge shrubs in a shopping center and has at least 2
walking, seeing young ones. The kittens are really young and look healthy. Their Mom is
beautiful black with striking green/blue eyes. She also looks healthy.
This girl is getting help from somebody because there was a food bowl and some empty
canisters nearby ( also under the shrubs and hidden from view ).
I suspect this cat is not wild and/or has not been on her own very long. If she were
wild, she wouldn't be in the shrubs in the middle of an entire city block of concrete!
Also, she lead me right to the little ones and seemed very calm.
This place just doesn't seem safe for this little family.

How about leaving your phone number and asking the other person to contact
you?
Then you can do things together.

I would get them all out of there and take them home THEN worry about what to do with them
before they get hit by a car or something!!

You may consider trying to see if your community has people that help with
feral cats. They will trap her and the kittens and ensure that the female
is fixed and that the kittens find homes.

I would ask around the area if she belongs to someone. Find out how old the
kittens are and if old enough take them home. Leaving a recommendation to
spay the mother. If the mother is owned the person who cares for her may not
want to part with her and there are some people who believe in free roaming
cats. I myself do not but do not tell those who have them what to do or not
to do with their fur kids on this subject.

I can't imagine that a cat that truly belongs to someone would have her
kittens in a shopping center parking lot. It's more likely that she's
been abandoned there, with the kittens, and she's trying her best to
care for them. Some kind soul seems to be helping out, but I doubt
that it's the "owner". If you can care for them until the kittens are
weaned, they'll be adoptable.

update:
In the weeks following my original post, I made many trips to the shopping center, both
night and day, to check on them and feed them. Someone else was providing food and water
regularly however I was unable meet up with this person.
I am happy to report that it seems the mother and her kittens have been removed. The
food/water bowl and all other traces of them are gone. That being said, I continue to
deposit fresh food under the shrubs whenever I'm there, which is quite often as my grocery
market is within walking distance of the shrubs.
I'm hopeful that these animals have been introduced to a more suitable environment. I
will post any new information I come across.
