Need help with cat house

I posted several weeks ago about my goal to make
several cat ledges on our hall wall. It's working pretty
good but with a lot of unforseen problems ...

One is that the cats can't tell if the ledge is occupied
without jumping up and causing a hissy fit. If there is
a material that is soft and transparent and not too
expensive, it would be great. Maybe like a gel or a
water pillow, but that couldn't be ripped or bitten.
I'm thinking of a mat like those for gymnastics or
wrestling except clear...

Anybody got an idea? Thanks for thinking about it.

Build steps between the ledges so the cats can walk up from ledge to
ledge instead of jumping up and suprising the cat already there.

if you need the gel fabric  an office store have arm rest with Velcro to
hold in place or a gel mouse pad

Either that or put the shelves at various heights back and foryh so they form like steps
themselves.
