I have a 9 month old cat that has developed a wad of  low hanging belly fat.
When he runs his belly swings from side to side.  He is about 9 pounds,
think he will be a big cat.  Is this normal for such a young cat?  I've seen
this in older cats but never in a cat this young.  Is this something I
should be concerned about?  He is a healthy plain old alley cat.  He was
neutered about 4 months ago.

You need a cat treadmill.

My cat developped it shortly after she was spayed. It's normal for housecats
more so then outdoor cats.

It's called a primordial pouch and is found in some cats. In fact in
some breeds, cats must have it to be of show quality. It's a flap of
loose skin that allows more stretch to the hind legs and thus
increased athletic ability.
