I've been following this story; it is hoped the person responsible for
this heinous act will spend the rest of his life in a controlled
environment where he has no access to animals or small children.

A couple of notes though:
1. Very few jurisdictions give serious jail times to any animal abuse.

I have no doubt this is one of those jurisdictions. Around here the
animal abuse laws are tough and even here the death of an animal
would only get them a year or two in jail. Also the prevailing
opinion
by citizens in the juridiction is "it's just an animal, they can go and
buy another one." The laws won't change until that attitude among
citizens
changes.
2. I would also add the judges have their hands tied. Don't like the
sentence this 17 year old gets? Then call your congressmen, call your
senator, call the governor. Get the laws changed. The judges only
work within the frame work of existing law.
3. I wouldn't bother with the peitition. Call your lawmakers
instead.
Judges routinely ignore public opinion. Better to get this
kid tried and convicted on molesting the children. The laws on
animal abuse are evolving but they haven't evolved yet.
