It's a bit of generalization to say that all Americans are anti-breeding.
I respect ethical breeders who have established a breeding program in an
effort to preserve the breed. This includes having proper genetic and
health tests performed on all their animals prior to breeding. I'm not
sure where you're located, but I find it hard to believe that pet
overpopulation is only a problem in America.

First, NO ONE said "all" Americans are anti-breeding. Second, I do not
know, or pretend to know, the status of overpopulation in Carola's
country.
Third, breeding in general has been discussed ad nauseum on this group
already. You might do a google search if you're new here.
And last, you're welcome to start a new thread if you're wanting to
discuss the ethics of breeding.
