They sell a mat that you put in front of the litter box to help get the
litter off the paws.  Does it work well?

yes, if it's bigger than the distance your cat can leap.

I've tried them all, they don't work.   It's like every cat took a
cless at school about how to get litter outside of the box no matter
how you try to keep it inside the litter box.

I've yet to figure out how a cat with four tiny paws can get so much
litter outside of the box

The enclosed box does work well for keeping the litter from flying around
the room but when they step out of the box they track litter out on their
feet.  I have tried a towel and then a piece of newspaper which did catch
some of the fallout from the paws but looks a little tacky.  So then I saw
the plastic mats in the store but they look uncomfortable to walk on and
from the previous answers I see the cat rules and tries to jump over it.
Hmmm.  I'll keep thinking....

Nope. Cats still manage to get lots of litter outside of the box.

It helps a little.
The system I ended up going with is partly homemade. I got a large cardboard
box, with low walls ( you could cut a box down) and cut an entrance way in the
front. I placed the litterbox in it, and, the mat in front of it.
This seems to have solved all of the problems of stray litter ( and stray
turds) in the house.
I have two cats, one, a very large male, the other, an average sized female.
The male cat posed a problem, in that he is so big, that, with the average
sized litter box, he would get into the box, (doing the right thing) but,
because he is so big, the turds would fall out of the box onto the floor. So, I
had to buy an extra large litter box for him. Then, I solved the problem of
stray litter by putting the litter box inside a larger, open top cardboard box,
with the mat.

Guess you could say your cat, "Stinks outside the box", :-) Mine used to do
this. Also, last summer I laid some forms to pour a cement slab and had the
ground and sand all packed down real nice and had to put off finishing it
for a few days. When we went to pour the cement the cats had used it as one
big outdoor litter box.

This is my arrangement.  She doesn't usually throw the litter out like this.
I bought the litter box and gray mat at a pet store.  I bought the big mats
at "Bed, Bath, and Beyond" (kitchen mats).  When she was younger, she used
to flip the gray mat up, so I got a stiffer mat that she can't flip up.  The
litter box top lifts off, so I can shake the mats off over the litter box.
The box comes with a door that I could add, but don't, because I was worried
about the inside of the box getting too stinky for the cat.

Looks like you have a good arrangement.  I went ahead and bought the plastic
mat today so we shall see.

Thanks to everyone for their ideas

Great litter boxes, but they are extremely low, so I'm not surprised you
need mats.
Plus the sand is very fine. I find coarser litter causes less of a mess,
just occasional pieces.
My solution is: a) litter box in the bathroom (great when you walk around
bare feet!)
and shaking out the bath carpet regularly.
                     b) box in the cellar near the cat flap, this works
nicely.
In general I use large enough open boxes, but that's a matter of taste.

Well, I read all the replies and was surprised that people say their cat
gets a lot of litter outside the box.

I bought what seemed like a large box for my kitten when she was still
very small - I actually put a phone book next to it so she could step
into it more easily.  (I wrapped the phone book in plastic tape since I
figured it would get ratty without any protection).

It's got a partial cover on it that covers up a couple inches which I
believe helps keep some litter from flying out.  It's about 18" long,
15" wide, and 7" high (with the cover), and while a little bit of litter
flies out, it's fairly easy to vacuum up and doesn't stray far from the
litter box.

I don't believe a mat would help, since I don't think it sticks to her
feet.  Rather, I think it comes out when she moves the litter about.
Sometimes she may be playing, but I think for the most part, she is
doing "housekeeping".

The cleaner I keep the box, the less time she spends in there moving
litter around.  It only takes a few minutes a day to scoop out and every
few weeks, I change all of it out.

Someone recommended the Tidy Cats Crystals when I got my cat and that
seems pretty good although I really don't have anything to compare it
to.

I did buy a cheaper brand once that looks similar to it, but I'm still
topping it off with the Tidy Cats.  When it's fresh, you can smell it on
her feet if she's just used it.

It was also recommended to me that I skip the litter-box liner, but if I
did that, I'd feel like I have to clean the whole box when I change the
litter.   Now I use 2 liners, as I found using only 1 inevitably
resulted in it being torn and the box getting dirty anyway.

It makes emptying it a breeze - just pull out the liner with all the
litter inside and (carefully) toss in garbage.

I'm tempted to get one of those automated litter boxes, but haven't been
able to convince myself that they will work as well as advertised and
while they'd definitely be worth it if they do work well, it would be a
horrible waste of money if it wasn't an improvement.

Yeah it's amazing how a cat with four tiny paws can get so much
litter outside of the box.    But they do.

Don't bother, been there, done that.   Stick with the low tech litter
box.

I swear, I think mine grab the scoop when I'm not looking and use that to
hurl litter about sometimes!!

On a few occasions when I wasn't scooping carefully, I probably
contributed as much to the litter outside the box as my cat.

Well, the reason I said I was surprised is that my cat doesn't get a
whole lot outside the box, and it's in the bathroom where I hardly ever
wear shoes.

I have a littermaid automatic box for my two cat cubs.

I bought it in July, I think, and it works very well. The clumped waste is
raked into a plastic box at the end of the litter tray, and the lid comes
down to prevent smells escaping.

The box needs changing every 2.5 - 3 days or so (with two cats), and is
easy to do - I use the modestly-named "World's Best Cat Litter", and quite
often just empty the box rather than use a new one, as the boxes are
stupidly expensive for what they are. Every month or so, I use a new box,
and I'm quite happy with the whole thing.

It's particularly handy at the moment, because I'm pregnant and have been
advised not to touch cat litter. It means that my boyfriend can empty it
when he's around, and if he's late back from work I don't have to worry
about a smelly litter tray hanging about!

I got a littermaid, worst investment I ever made.

Low tech is better in this case.

I found it jams often, is badly designed, and gets the cat out of
the habbit of burying waste.

Fair enough, each to his own.

My doesn't jam, perhaps I've been lucky - and it's not stopped the cat
cubs burying, either (fortunately!).

A rug is great, as long as they don't get so enthusiastic about burying that
they scoop the rug into the box to cover fresh poo....

This morning we found the rug in the litter box...my, the little buggers are
determined sometimes....
