That's where my cat likes it most ... her lower back, especially close to
the start of her tail. I rub and scratch and pat her there all the time.

Yep! No signs of Flees but they were infested with them. Take a close look,
run your fingers over the area and see if you come up with anything. If so,
even if it's only dark stuff that looks like dirt, put it on a wet paper
towel and let it sit a minute or so then smear it. If it turns brown and
streaks you've got flea droppings. This can cause neurological pain to the
cat and could be reasonable for the dislike of being touched there. The cat
can't lick itself back there so, it's the perfect breeding grounds. Of
course, then again, they may just not like being touched there. If this is
the case then a vet visit is in order. It's worth a look.
