I have two lovely quiet cats who have lived at the same address for four
years, all of a sudden they seem to be having territory problems as another
cat, called Kevin, keeps spraying but he is neutered?
I thought only tom cats could leave an oily stink, which is correct?

It is not uncommon for a tom that was neutered after he started
spraying to continue - it is rare for one that was neutered early to
start spraying.
Fleagor continued spraying for a while after he was fixed, but he
eventually gave it up.
