My friends kittens are now 4 months old.How old should they be before they
can go
out?

1. The kittens should be checked by a vet  and neutered or spayed asap.
2. Consideration should be made as to keeping the kitties indoors..especially
if the area has a lot of traffic. If your friend won't back down and insists on
letting them go out, make sure the kittens have their vaccinations.

Do they really want to go out?

They shouldn't until they have all their shots and are neutered.

Yes they`ve escaped a few times but my friend is going to get harnesses and
walk them on the back garden
