Strange Behaviour

Our cat is about 3 years old and a fixed male.  Recently he started this
strange behaviour of kneading on my lap (which he doesn't do very
often).  This is fine, cute, and normal behaviour in most cats.  He
starts kneading with his back paws too, which is odd, but then he starts
to lower his rear end shuddering it like he is emulating sexual
intercourse.  The first time he did this I noticed that he penis was
extended which shocked me, so I don't let him on my lap anymore when he
starts, but then he will start on the arm of the chair, but it usually
stops after a minute or so.  I hope that someone might have insight into
this behaviour as he is fixed and it has never occured before.

possibly a urinary infection ... kitty version of "jock itch" or something.

Our cat is 17 years old & does the exact same thing.  He was neutered when
we got him but that doesn't seem to have any effect.  He doesn't do it to
the furniture only when laying next to me on the couch.

I have been doing a bit of research into this and it has happened to
other cat owners (mostly in the age 3 range beleive or not).  You can't
really get them to stop from what I can gather (because they find it
feels good).  I suppose I just have to stop him when it is happening.

He's masturbating.  Many years ago I had a neutered male who did that.
I just took to putting a towel under him to catch the ejaculate.  Keep
in mind that the cat does not subscribe to any religion or moralism
that makes that sinful or evil.  Victorian human standards of behavior
do not apply.

my female cat does it on my lap and tummy. Is it the same meaning for a
female cat

I have no idea.  It would be hard to tell since females don't have
obvious physical signs.

Most kneading is just something cats do when they like someone and are
feeling affectionate and is more related to kitten feeding behavior
than to sex.

He's feeling frisky!

My neutered male cat used to do this. He started doing it on me but I kind of
pushed him off. Then he did it on articles of my clothing left on the floor.
He'd wad them up then go to town. He seemed to enjoy it so I just let him do
it. Another one of my neutered male cats used to hump the other neutered male
cats. That was a domination ritual. The vet said both behaviors were okay. I
worried that perhaps my cat was no neutered properly but the vet said that
wasn't the case. I say just let him enjoy himself as it doesn't harm anyone.

Lol. I think your cat is masterbating. Being fixed doesn't mean that he
cannot
have sexual intercourse or gain sexual pleasure - ask my desexed dog who
will regularly mate with our husky bitch. Some animals masterbate by
rubbing themselves on things, others actually use their own sheath as a
kind of fake 'vagina'. So your cat has a high sex drive, that's all.
This is natural, and more common than you might think, though
obviously it can be embarrassing, so you can try
distracting him with food or a toy everytime he gets started, and put him
down on the floor if he gets too 'comfortable' on your lap.
