My kitten has an eye infection that won't go away.  Her third eyelid is
swollen and inflamed and now the eye is starting to cloud over.  Right
now she gets oral antibiotics twice a day and eye cream 3 times a day.
But she has been getting this almost two weeks and it is not getting
better.  Any ideas??

Sounds like feline herpes virus (or rhinotracheitis).

Aside from a vet treating her, which it sounds like you are already
doing, I can only wish you luck and post a couple links...

(waring: sites may have graphic pictures of eye disorders - not to be
looked at with small children in the room if they are disturbed by such
photos)

Your kitten needs different medication. You need to have her seen by a
veterinary opthamologist IMMEDIATELY before she lose her eye.  If you
don't have one near you then you need to talk to your vet about
antiviral eyedrops. This is likely a herpes infection and antibiotics
won't help.
