What stuff that's bad-tasting to cats should I coat electrical power
cords with so that the cat doesn't chew on them?

I've heard people talk about something called Bitter Apple that seems
to work although I've never had to use it.  Other people get that PVC
stuff and put it over their cords by making a slit in it.  I think
there are some other things, too.  Anything citrus probably.  The
problem with sprays is you have to keep doing it frequently.

I used a petroleum-based lip balm to keep Meep away from the Xmas tree
bulbs the first year.  Something that smells bad is even better than
something that tastes bad, I'd say. But I've heard Bitter Apple works
well - I think it's a dog detterent.

Over time, petroleum will dry rot the chords

Bitter Apple works wonders.  In a hurry and not able to get any right away I
have used hot sauce on the cords.

I've used cayenne pepper mixed with vaseline, it worked well, the cats would
smell it and never bothered to touch the wires
