We have a young American Shorthair male that was behaving strangely
this morning. He was in my mother's bed with the cover in his mouth,
kneading with his front paws. The cover was sort of bunched up under
him, and he was like humping it, and purring. He's been neutered. There
is also a spayed female cat in the house but I've never seen him try
and mount her. Is this normal cat behavior? I've never seen him do
anything like this before. Do neutered cats still get the urge to mate?

The kneading is very common, almost universal in cats. It's a memory
trigger from when they were kittens and would knead around the mother's
teats while suckling. It's not a sexual thing so the female cat is
irrelevant - I think the kneading could be accompanied by the body rocking a
bit.
Our 3 y-o Khamun regularly climbs on the duvet in the morning and kneads it
while I stroke him, he purrs like crazy.

Yea it's pretty normal. I just look the other way when I catch mine doing
similar things.

If they do, I haven't seen them. My girls are far too dignified to be caught
humping the covers ;o)

All my cats do this, male or female, with various things. Their
favorite is clean laundry.
What's even stranger is seeing my spayed Female Australian sheppard try
to mount her bed. (Yeah I know their were some superfluous adjectives
in there)
