What do you do if your cat is acting very strange by wanting to go outside
more often and meowing like crazier then before could it be she is in heat
at 11months old?

If she isn't fixed YES. Cats can go into heat WAY earlier than 11 months.
She needs to be spayed.

Of course. She could be in heat at 6 months old. You need to get her to the
vet and get her spayed. Please do not let her breed.

No, you have what is called a PsychoCat that will need therapy sessions
with a Kitty Psychoanalyst and perhaps medication.  ;)

Duh! Of course she could be going into heat! Get her spayed ASAP!

To the vet OR a low-cost local spaying vet clinic; the sooner the
better....this behavior will only continue @ more frequent intervals
otherwise. Do some research as to low-cost vet clinics in your area.
