They want you to scratch that sweet spot just above the tail. LOL
Kinda like when someone scratches your back and you stretch up so they can
reach better.  :D

Elevator Butt!

With Meep, it's almost an involuntary reaction - touch just in front of
her tail, up comes that bum!

I think it just feels good.

I really do think that with girl cats the smell of
a male creature--even a human--encourages this
response. My little tabby does this a lot more with
my husband than with me.

Cool... I have a vintage Silly Wizard t-shirt....  I got it at one of
