Chase lets her eat first...why?

OK, this behavior is almost a year in the making...

When I got Paintball, I got a second food and water dish to avoid "territorial
disputes".  Paintball, however, wandered her 10-week-old self over to 'Chase's'
food bowl and started to eat out of that.  He sat down and watched her do it
and didn't fuss.  (I moved her over to her own, but she kept going back to
his.)  

So now the habit is, despite two food bowls being out and filled with the same
food, Chase will still sit by Paintball and watch her eat.  He won't eat until
she's done.  As soon as she is, he goes after both food bowls.  

She's never 'attacked' him for trying to eat first--he's simply never tried.
Any reason why?
