I have a little kitten, Arthur, and have noticed a lot that is unusual
about him. He has very unusual and beautiful markings on him (he is
black/grey tabby), and he has bi-colored eyes (both amber and green in
both eyes), as well as some bi-colored whiskers (white on the tips,
black on the ends). I have never seen this before. Does it signify
anything particular? I was told his mother was a purebred Russian
Blue, but the vet seemed to find that unlikely. I have seen his
mother once or twice, and I would agree -- she looks more Persian, or
something along that line.

I've seen a few cats who have either blue or green color right outside the
pupil of the eye and then changing to amber. I've also seen a number of
Tabbies with "tipped" whiskers.
Your guy sounds pretty. You have pictures?

I've had cats with bi-colored whiskers - it just goes along with tabby cats
sometimes. I think the bi-colored eyes my just be his eyes changing from
the blue of all kittens' eye to the color they're going to be when he is
grown.

That's a possibility but I have a tabby who's eyes stayed bi-colored until
just a few years ago (she's 17). It was more apparent in dim light when her
pupils were dilated but they were definitely blue/green near the pupil and
in her case gold to brown on the outside. I've only noticed this on tabbies
but that doesn't mean other colored cats might have this as well.
