My 2 cats one persian and one regular cat, poop in the basement.  They seem
to hit one area near the litter boxes.  I keep thier boxes clean and they do
use them occasionally.  I think the persian uses the litter box more often
than not but the other cat is always pooping on the floor.  They started
doing it after we got a dog, if that has anything to do with it.   What can
we do to fix this?

Try adding one or two more litter boxes.  For two cats, three boxes are
recommended.

I recently had a similar problem (no dog in the equation).  In my case the
poop was hard and dry when it hit the floor.  Laura ( an active group
participant) suggested that one or both of my cats might be constipated.  I
started gioving both cats a  laxitive/hair-ball treat daily and the floor
deposits stopped.

I assume your dog isn't using the cat box!

Is the area safe from the dog? Also, try adding one additional box. It often
solves a problem like that.
