It is possible that the vaccine has fallen from favor. As a rescuer, I am
not at all happy about the vaccine because it apparently is not all that
effective against FIV, and (worse) a vaccinated cat will test positive for
FIV.

Which is exactly why so many vets don't recommend it. And if vets don't want to
use it, it's probably not commercially profitable, I suppose. The last I heard,
the mfr of the vaccine was working on development of a test that would
differentiate between vaccinated cats and infected cats. Until that sort of
test becomes available, I would expect use of the FIV vaccine to remain
controversial.
