So many Fancy Feast varieties contain wheat gluten, yet they aren't
part of the recall (yet).

Are they one of the brands that isn't manufactured by Menu Foods?

Fancy Feast is from Purina. AFAIK, it is not associated with Menu Foods. I
don't think any Purina products have been affected by the recall.

Purina did recall two varieties of DOG food when they discovered they
had purchased wheat gluten from the same source as did Menu Foods, but
the products weren't made by Menu.

Purina has not recalled any CAT foods (to my knowledge). My herd eats
FF occasionally; I've elected to stay away from flavors which list
wheat gluten as an ingredient ... not that this guarantees there's no
wheat gluten in there!
