My shorthair tabby 5-year old overweight neutered male is swollen
around the base of his tail. He seems listless, but is eating and
drinking, and seems to be excreting about as much as he usually does.
The area is tender, he doesn't like it touched, and he seems to
sit a lot more than would be considered "normal" for him.
Has anybody seen this condition before? What's it called, and
does it warrant a visit to the vet?

I'm unfamiliar with this condition you describe. However, were I you, I
think I'd rather head for the vet than wait for someone here to tell me
whether I should or not. AFAIC, if there's something obviously wrong
with the cat, the first place to go is a vet, not a newsgroup.

It might be called an infection. And because it is on the tail at the
end of the spine, it could go to the spinal cord and brain. (At least
that's me vet told me when my tabby had a tail infection.)
I second the recommendations for a vet visit.

May have been fighting with another cat too and had some damage that
way, only way you will know is by taking to the vets for examining.
Could be a number of things.

Call the vet. An abscess or infected anal glands come to mind. The
listlessness frequently indicates an infection so I wouldn't wait as this
probably isn't something that will go away on it's own.
