frisky cat?

Can a male cat a year & a half old still get 'frisky' even though he was
neutuered when he was six months old?
Does neutering just mean cats cannot have children, but they can still have
sex with other cats?

the reason i am asking is that i noticed that my cat (not very often)
occasionally seems to be aroused. I just need to know if i should go back to
the vet as i dont want him to ever stray away.

Not really, it means they don't have the bits to make things work.  But
it is still a behavior they would have had and sometimes a bit remains
of that behaviour.  They don't really know anymore what they are doing
just that they are doing something they for whatever reason think they
should.  Does that make sense?  At any rate its not something you need
to worry about.

I'm sure its fine, but for your peace of mind next time your at the vets
just ask him about it.

Cats don't have "children", appolo.

With this kind of thinking, I'd say you are probably a closet
homosexual yourself and you don't even know it. You are projecting
your deviant emotional arousal even upon your pets! Sick freak.
