need help with urinating cat

My wife and I have togather 6 cats and 1 poodle, Thankfully everybody gets
along. However we do have one cat that all of a sudden decided that he does
not want to pee in the litterbox, he will however pee on the littermat just
outside the box. We have already take the cat to the vets numerous of times
the cat has recieved antbiotics and injected antibiotics the vet says that
there is no infection, he says its now a behavioral problem, and I have no
idea what to do we love our animals and only want to help hime so if anyone
can help please let us know.

I would put a smaller, lower litterbox where the mat is. Maybe the
one you're using is too high, or is enclosed, or he just doesn't like
it. How many litterboxes do you have?

We have 1 litterbox for every 2 cats i forgot to mention that when he pees
on the mat he will go in the litterbox and scoop out litter to cover the
urine. this guy is a full grown male that we found as a stray about 2 years
ago we believe also that he was just an outside cat but we now keep him
indoors we think its best for him.

I would add more litter boxes. Make sure they do not have hoods on them. If
he was an outside cat, maybe he would prefer some dirt mixed with the
litter. The rule of thumb is one litter box per cat plus one.

Aside from what Gail mentioned, it may be that the litterbox is too
small for his tastes. Can you try a bigger one that is very low?
