In this case, it isn't a sexual thing, but rather a matter of domination. He's
showing the other cat that he is the top cat, so to speak.

Seriously, I sometimes wonder about this with my two neutered male
cats who do this. They also groom each other, so I suspect they have
some sort of relationship going on ;-)
Seriously, it is usually a dominance thing.
