Litter box too small?

I was wondering why the cat wasn't burying her waste.
This morning I saw what was happening.  After she goes, she makes all
the motions of burying, but she does it on the rim of the litterbox.
She sat there for five minutes trying to "bury" her waste by clawing,
scooping, and scratching the plastic.

Is the box too small?

Maybe. The cat should be able to stand and turn around in the box with
no part out of it.

But one of my cats does that, and they have the super-giant box that is
bigger than it really needs to be for 8-12 pound cats (they have 2,
actually). I think he's just, well, a little slow. *heh*
The girls come and clean up after him. *LOL*
